Description
The paper observes how once a typical slum community in Cebu City, Philippines, has become unprecedentedly active in community development by the hands of squatters through three process stages: the 1st stage is when the land acquisition programs were implemented, the 2nd stage is when the social networks within and outside the community have begun to enhance after implementation of livelihood programs, and the 3rd stage can be classified when the community development plan was designed with participation of the local people. The paper thoroughly studies every stage of community development process that has empowered the people to actively work for the sustainable and autonomous community development.
