The municipal authorities have generally permitted atriums as an open space under conditional planning systems of a so called general design policy. However, there are only few arguments about this idea. So, we distributed the question sheets about this guidance to specific administrative agencies. The answers showed that seventeen agencies had the guideline of general design policy and guided the developers to make plan of atriums and some cities have very different guideline to compare to the governmental notification.
