Description

Rapid inflow of new residents has been seen within the Tokyo Metropolis since late 90's, due to construction of high-rise condominiums. The emergence of new communities have caused many problems, including the relationship with existing communities. Thus the importance of neighborhood councils are being recognized once again. Bearing this in mind, this paper will focus on the regional activities of the neighborhood councils and the participation of new residents in high-rise residential areas. In addition, the accomplishments and structure of neighborhood councils in which active interaction has been seen between new and old residents will be explored. From the above, suggestions for future council management will be given.
