This study aims to optimize the Development of the Residential Area in the local city by the restriction of the local government to the private developer. In this study the relation between the local government and the developer, and between the developer and residents are regarded as the Stackelberg Planning Problem. This study focuses on the governmental restriction to the developer, such as the volume of the house, environmental level, and so on. Under the frame of the Stackelberg Planning Problem, the feature of the optimal strategy of the local government can be held. Through the numerical example, some development patterns of the residential zone can be held.
