Abstract

This study aims to analyze the effect of the landscape control on private lands made by individual negotiation processes. The guideline of Tokyo Metropolitan Government which requires a meeting between developers and the government office discussing the landscape design of their plan, and the contents of that meeting based on this guideline were examined. Through the analysis, it was found that the guidance and the negotiation process provided at the meetings were effective to encourage the developers to consider the opportunity of the space, the continuity with neighboring greenery, which are elements that cannot be controlled using only quantitative standards. On the other hand, the following issues were indicated as future tasks to be achieved; 1) involvement of experts and citizens to make the guidance more strong and reasonable, 2) too many possibilities and the difficulties to balance with the existing codes on the quantity of greenery.
