Abstract
The purpose of this study is to explain from a planning theoretical perspective how the structure of contents of Master Plan For Parks And Open Spaces has developed. The conclusions can be summarized as follows. Originally, in the Green Master Plan, generating "vision" and "guideline of measures" was regarded most important. Through the development of the Master Plan For Parks And Open Spaces, the argument for the "vision" became freely selectable and "program of measures" became more important than before. Furthermore, new contents for "explanation" of the "vision" and "guideline of measures" and for limiting the area of "vision" and "guideline of measures" were established, although the logical relationship among those planning contents became unclear.
