Abstract
This paper aims to clarifying the planning about Ishikari industrial city, under the wartime from 1939 to 1942 and main findings are as follows. 1) In making comparison between 1939-plan and 1941-plan, the aim of planning changed form construction of coal shipment harbor to development of industrial city. 2) The purpose of the planning about industrial city was emphasized on establishing munitions industry and also air defense. 3) To meet the immigration and development in Hokkaido under the long-term development plan and beginning a 15-year period of war against China required a new industrial city. 4) According to beginning of the Pacific War in 1941, the planning area would spread through Tomakomai region, but its implementation was suspended due to a national emergency.
