This study aims at investigating the development process of a specialty-shop-zone, focusing on the formation process, current spatial characteristics, and the influences of various local stakeholders on the agglomeration of shops. This study particularly focuses on Harajuku area because Harajuku is the most distinguished cluster of small apparel retail shops without the characteristics of ordinary commercial districts such as a large terminal station or sites of large department stores. This study clarified the following points: 1) areas of apparel retail shops agglomeration differed in different periods respectively, 2) different areas of apparel retail shops agglomeration covers different price-zones, 3) roles played by local firms and organizations trying to foster new startups in the apparel business, and the activities by local business communities trying to prevent the entry of undesirable business for Harajuku area have been recognized to be significant.
