Description
A growing opposition movement against the sites that are designated for construction of pachinko parlors has recently been noticed nationwide. This study clarifies the scheme and the contents in which local ordinances determines the establishment of pachinko parlors in Hanshin area and in Ashiya city in particular. It is evident, the Act of Control and Improvement of Amusement Businesses, the Act of Building Standard, and local ordinance prohibit establishment of pachinko parlors in areas designated as special zoning and within certain distance from specific facilities. In addition, Ashiya uses a district planning system. Consequently, pachinko parlors are prohibited in the whole area of Ashiya city. This paper proposes that pachinko parlors should be prohibited in the unwanted area by combination of laws and ordinances.
