The purpose of this study is consideration to the system of easing Floor Area Ratio(FAR) by the Comprehensive Building Design System (CBDS) through a comparative analysis between the actual extra FAR and the calculated extra FAR on the standard of permission by local government. The results of this study are as follows. By a statistical analysis of the actual extra FAR, the extra FAR is mainly based on both the public open space ratio and the standard FAR by districts. The extra FAR on a regional basis like the CBDS for urban housing in Tokyo can promote housing supply in city center. Therefore, strategic use of the extra FAR by the CBDS can guide good-quality buildings for policy purpose.
