Abstract

This research represents a proposal for the management of coastal environments, based on the use of private beaches, to be implemented mainly by private circles. The research was done by interviewing personnel in three local governing bodies, namely, Onna-son in Okinawa Prefecture, Naruto-machi in Chiba Prefecture, and Amino-cho in Kyoto Prefecture. Through these interviews, we were able to reveal that, as requirements to institute this proposal, exclusive rights to use beach land must be secured for private circles through agreements, etc., to help ensure both private profits and effective environmental management.
