In the policy evaluation which the Japanese government introduced in 2001, performance measurement is expected to play an important role. Performance measurement evaluates the effect and the degree of achievement of a policy objective by making an actual result contrast with the concrete target set up for each policy. For desirable evaluation, the logical basis is required for the setup of a policy system and indicators. However the knowledge based on the scientific background, such as a setup of evaluation indicators and targets, and examples of such evaluation are very few until now. This paper aims at construction of the infrastructure policy system based on citizen's consciousness by applying the theory of the psychology about the consciousness structure behind the citizen's needs to infrastructure.
