Japan's national universities have been incorporated so as to allow them to secure a position of strength within a competitive global society. The national universities used to be governmental institutions. By severing them from that status, the aim is to allow the universities an autonomous environment, one under which they can form their own strategies, hone their institutional identities, and compete as friendly rivals with one another. Ultimately, the goal is to create universities of a vibrant, internationally competitive character. Vis-a-vis the past, a much greater part of program planning and execution will be left to the university's own discretion. As a counterpart to this shift, a third-party evaluation system has been introduced. Incorporation coupled with periodic third-party evaluations is expected to engender dramatic reform within Japan's national universities.
