The ICF, its application and how ORT provides rehabilitation based on the spirits of ICF for the person with visual disturbance in near future were described in this article.<br>In 2002, ICF was newly proposed, instead of ICIDH which is “to try out” announced by the WHO in 1980. Main transformation is to have made “a disability” “the relevant difficulty which occurred in the health state”. It was expressed as a comprehensive word, “the Functioning”. Under “the Functioning”, the disability could be handled as the remaining function and the latent ability. Then this develops a positive image from a minus image of disability. This means that a range of people which receives “living” of well-being of human all is spread out. A disease, a trauma, pregnancy, an elderly weakness, a stress, a congenital malfunction, a hereditary factor and so on are included in this range.<br>The health state is evaluated from 3 hierarchies of the body function and structure, the activity, and the participation. As the evaluation is expressed with a code and a point, troubles delivered from different sense of value among occupations would be cancelled. This can promote “true cooperation” among occupations.<br>ORT should prepare two things. One is the creating of general rehabilitation implementation plan sheet and a rehabilitation implementation plan sheet promptly. They are important to ORTs in clinical field. Other one is upbringing of ORTs, who have an ability of applicability with combination of basic knowledge and clinical technique, in order to work out a better and effective plan of rehabilitation based on ICF.
