Abstract

Dagaa is the general name for several varieties of small fish in Swahili. In Tanzania, some varieties of sun-dried dagaa are distributed for human consumption. In recent years, the demand for dried dagaa has expanded in neighboring countries, making Zanzibar Island the hub of the dagaa export industry to the Democratic Republic of Congo (DRC). This paper analyzes the economic activities of the actors at each stage of the dagaa industry, from fishing to shipping the catch. The results indicate that there are three different types of middlemen, and they have built a kind of solidarity with fishermen by sharing risks resulting from uncertain natural conditions. Credit trade, which encourages continuous trade, is observed between the middlemen and wholesalers of the DRC. Reciprocal trade relationships among these actors have led to the rapid expansion of the dagaa industry. However, new actors, namely agents those who collect dried dagaa from middlemen and supply it to wholesalers, are joining this industry. Currently, the profit of the middlemen is about half that of the wholesalers, but the activities of the new agents threaten the middlemen's profits. Thus, the rise of these new agents, who try to maximize their own profit, can hamper the existing relationships among the older actors of the dagaa industry.
