In this paper, various issues of the Containers and Packaging Recycling Law are discussed, with a focus on cost accounting methods for recycling activities and the Law's impact on the packaging waste stream. Reasons to internalize cost of collection and sorting were clarified, and cost accounting methods were examined. With regard to its impact on the waste stream, the Law's weak impact on waste prevention was shown, along with the fact that there is no impact on the promotion of returnable containers. The Japanese system is shown to have less effect on plastic waste reduction compared to the German system. Furthermore, it was pointed out that the following issues should be further examined for overall improvement of the recycling system : Appropriate valuation of capacity of recycling plants, establishment of a system for utilization guarantee, reform of the bidding system, proper criteria for selecting recycling methods, traceability of recycled materials and residues, expansion of targeted containers and packaging, abolition of exemption for small establishments from obligatory recycling or the introduction of a return system for small establishments to ask for exemption from recycling obligations, reduction of paperwork for the system, and so on.
