Abstract
Many local municipalities have outsourced part or all of the administration of their general waste disposal and treatment facilities to private companies. This trend has seen significant change recently as a result of the enactment of the PFI Promotion Law.<BR>In the past, general waste disposal and treatment facilities were constructed through public funds, but the enactment of the PFI Promotion Law, has led to such construction now making use of the vitality of the private sector and its funds. In fact, even when facilities have been constructed using public funds, some local municipalities have started introducing long-term comprehensive operating agreements expecting private inventiveness and efficiency. Rather than just outsourcing the operation of the facilities on a yearly basis, these agreements cover not only labor costs but also maintenance and operation costs, including utility costs and repair costs. This paper reviews the background of how such long-term comprehensive operating agreements came to be introduced and the structure of such agreements.
