抄録

Promotion of The 3Rs domestically can sometimes be incompatible with international material circulation. While export of renewed resources and end-of-life products makes domestic recycling facilities redundant, such untraceable outflow may possibly be dispersing potential pollution. In order to prevent pollution dispersion and to promote The 3Rs efficiently, it is necessary to control the flow of materials in any product chain. In particular, it is necessary to fulfill the following three criteria for control in any product chain: (1) traceability (2) accountability (3) transparency. If these three conditions are implemented effectively in flow control, international material circulation can actually prevent pollution dispersion, while also accomplishing the task of efficient allocation of renewed resources. Furthermore, to avoid any risk of instable supply or outflow of rare resources due to disturbances in a market, it is necessary to obtain information regarding resource stock and to develop strategies for saving and efficiently utilizing these resources.
