抄録

Moving toward a material recycle society is one of the most important issues of the 21st century. Since construction waste volumes are still at an all-time high, strategies for reduction and recycling are strongly required to deal with the problem of waste. The latest data shows that in 2005, the rate of construction waste recycling reached 92% but we must work to go beyond the target annual values put forth in the Construction Recycling Plan 2002. The Ministry of Land, Infrastructure, Transport and Tourism therefore recently issued the Construction Recycling Plan 2008 which proposes even higher recycling rates for waste as a target to work toward by the year 2013 using various recycling strategies.<BR>When trying to increase the recycling rate of construction wastes, the recycling of construction sludge is particularly important. The author emphasizes recycling strategies for handling construction sludge including the development of strong cooperation among all stake-holders in order to solve many of the problems arising out of the current status of the relatively low recycling rate for sludg.
