Abstract
In Japan, environmental water quality standard for total zinc was established in 2003 as a recommended value. For Japan it was the first time for setting environmental standard addressing to protect living organisms. Further, the Ministry of the Environment made the effluent standard for zinc more stringent (i.e. permitted concentration was lowered from 5 mg/l to 2 mg/l) for the maintenance and achievement of the environmental standards. In the present paper, we described several issues related to the environmental and effluent standard based on our survey results and existing findings. The environmental standard, which was determined by the non-observed effect concentrations of chronic toxicity for several aquatic organisms, is not reflected in the conservation of aquatic organisms at population level. The effluent standard also lacks the effective measures to achieve the environmental standard and the goal of environmental standard (i.e., protection of aquatic organisms). Furthermore, we also discussed the future of the environmental and effluent standard setting by addressing the relationship between the environmental and effluent standard, the individual revision of uniform application of effluent standard under certain circumstances in Clean Water Act, USA and the application of adaptive management.
