We analyze the notified quantities of ballast containing polychlorinated biphenyl (PCB) in each prefecture in Japan, and show that the notified quantities of 7 prefectures and of Kyusyu area are much smaller than estimated quantities from their population. We also analyze the present cost for treatment of ballast provided by the Japan Environmental Storage and Safety Company (JESCO). In addition, the costs for containers, transport, and tax involved in treatment of ballast are estimated. It is clarified that the national expense burden is more than five hundred billion yen and expenses of many custodians are extremely large by using the present JESCO system. The cost could be reduced to 1/5－1/3 by introducing qualified safe dismantling of ballast. Furthermore, the cost could be reduced to 1/20－1/10 by incineration treatment of ballast in facilities that are authorized to treat the low-concentration PCB waste within the qualified range of PCB treatment amounts.
