In order to reduce CO2 emissions and stabilize energy supply and demand, energy saving is a high-priority issue. Therefore, it is necessary to investigate energy utilization thoroughly and to propose effective countermeasures. The index of thermal efficiency and coefficient of performance are used to quantify the efficiency of energy utilization. This study investigated a method for evaluating energy utilization potential based on the second law of thermodynamics. This paper presents the results of a case study that evaluated the exergy of an air conditioning system based on measurements of a real office building. The exergy efficiency of the air-conditioning system was only 1.5-3% for space cooling and 5-6% for space heating. The exergy loss of the steam boiler was approximately 70%. This implies that future technical developments in air-conditioning systems have a high potential for energy saving. The results also show that exergy analysis is effective for designing a low-carbon society.
