Abstract

During the 20th century, an estimated 500 thousand children were in out‒of‒home care in Australia. The Royal Commission into Institutional Responses to Child Sexual Abuse (The Royal Commission) was founded by the Australian government in 2013 to investigate how institutions such as out‒of‒home care facilities and schools responded to allegations of child sexual abuse. Although the Royal Commission focused on research into child sexual abuse, they were also interested in how recordkeeping practices could promote transparency and accountability so they released a consultation paper entitled: Records and recordkeeping practices, as advocated by records professionals.

This paper aims to analyze the participation of archivists in regard to the issue of institutional recordkeeping and child abuse, based on the investigation of The Royal Commission. The number of consultations about child abuse has shown a tendency to increase every year in Japan. Further consideration will be needed before we can expect to yield any findings about recordkeeping from the point of view of prevention of child abuse.
