Abstract

<p>  The Public Records and Archives Management Act was enforced on 2011. One of the outstanding issues of the law is record management of the National Diet. The National Diet of Japan shall take necessary measures for the appropriate preservation of Historical Public Records and Archives in accordance with Article 14. Both the House of Representatives and the House of Councillors amended and laid down their document management regulations under the provisions of the act. The term “Document” as used in there regulations include an electromagnetic record. Video of Proceeding is one of the most important and unique electromagnetic records among one created by the National Diet and are recorded the comment of the Member as facts. Videos of Proceeding are relayed through the Internet at both houses of the Diet and it is stored for a certain period on each website after the relay is over. However the videos are removed from the web site about some year later and the storage situation after that has not been clarified. Therefore it is difficult for people to access the record retrospectively. With that in mind, I surveyed and compared the current situation of management of video records of U.S., U.K. and Germany in developed countries. As a result it was found that the video of Proceeding was transferred to the archives and was used for general use in these countries.</p>
