Abstract

The Foreign Average Price (FAP) policy was introduced in 2002 as a method of setting reimbursement prices for medical devices, with the aim of reducing the gap between domestic and foreign prices for medical devices. This scheme reduces reimbursement prices when domestic market prices are more than double the average prices in foreign countries (the US, the UK, France, Germany). This method has been implemented four times. Some data suggested that FAP policy was an effective means of reducing the price disparity between foreign and domestic prices. The Central Social Insurance Medical Council (Chuikyo) considers whether the number of foreign countries where price data are collected should be increased and whether the criterion for this regulation should be made more severe.
