The Rulhr industrial belt was the largest industrial area in Europe, but was in the process of declination after World War II. The organization of a ten-year experimental operation, the IBA (Intemationale Bauausstellung) Emscher Park Public Corporation, was founded in 1989 as an attempt to resolve the structural problems in the Ruhr area. The Emscher Landscape Park was the central component of an integrated development strategy for the old industrial region. The design of IBA tried to keep a mysterious atmosphere of decay and revitalization, an atmosphere which lies somewhere beyond the conflicts between art and nature. The IBA achievements suggest which direction we should take, in the time of post-industrial period, to conceive the relationship between the landscape design and the environmental issues and, consequently, to integrate aesthetics and environmental ethics.
