Abstract
As access lines to the Internet are becoming broader, a number of video streaming systems are developed and provided. Although streaming services have mechanisms to dynamically change their bitrate according to the performance of networks and/or terminal equipment, the effect of such mechanisms on subjective quality is not necessarily clear. For giving a guidance on quality controlling mechanism of streaming application, we investigated the subjective quality of video streaming services in which the coding bitrate varies temporarily. Based on the experimental results, we confirmed that guaranteeing the minimum bitrate is an effective way to maintain the required subjective quality. We also found that the subjective quality of time-variant degradation was bounded by the subjective quality of the worst segments. This implies that guaranteeing the minimum bitrate which achieves the required subjective quality in a time-invariant sense also assures the required quality even if the quality is time-variant.
