Scalable video coding can offer a solution of efficient video transmission under the condition of inhomogeneous network environments and the variety of terminal devices. As the next action of AVC/H.264 standardization, ISO and ITU-T have standardized the scalable extension of AVC/H.264, which is called SVC (Scalable Video Coding). SVC is designed based on the concept that it maximizes utilization of powerful coding tools built in AVC/H.264. As a result, SVC can achieves scalability and coding efficiency. Its coding stream is comprised of multi layered structure, in order to support spatial-scalability, temporal-scalability and quality-scalability. The stream of the lowest layer (base layer) is compatible with single layer AVC/H.264. In this tutorial, we describe the background of this standardization and its technological features. As technological features, we explain algorithms for three kinds of scalability and inter-layer prediction mainly. Additionally, we show motion-compensated temporal filtering (MCTF) as a interesting technologies discussed in the process of the standardization, and introduce some examples of SVC codec systems.
