抄録

The release in advance of flood are desirable for effective utilization of multipurpose reservoirs.However, in Japan, this kind of operation has hardly been carried out, since it depends on the imprecise rainfall predictions by local meteorological observatories.<BR>First, the relationship between predicted and actual amounts of rainfalls was investigated, and it was proved that the prediction of rainfall is not sufficiently reliable to serve as the basis of these operations because of its imprecision.<BR>Therefore, the auther advised the following procedure taking advantage of the time lag between rainfall and its runoff.<BR>1.The formula which calculates the minimum expected inflow into a reservoir caused by one rainfall must be made by analizing the observed rainfall and its direct runoff.<BR>2.After a rain begins, the cumulative calculation of rainfall must be done as soon as possible and its expected inflow must be calculated by this formula.<BR>3.The same amount of the expected inflow must be released as quickly as possible under the restrictions of release rules.<BR>Simulation of the release operation by this proposed procedure for all floods which occured at 2 reservoirs, Yokoyama Reservoir (catchment area: 471 km2) in Ibi River andrArasawa Reservoir (162 km2) in Aka River, indicated the applicability of this procedure in the following ways:<BR>1.This procedure is especially effective for reservoirs having large catchment areas.<BR>2.For other reservoirs, having small catchment areas, this procedure is applicable only to the operation practices, not to the plannings.
