This paper discusses historical changes in disasters, occurrence frequencies, definitions and research of droughts based on both materials for history and articles on droughts. In Japan, droughty phenomena are conjectured to have occurred since prehistoric times. The oldest drought disaster was recorded in the era of Emperor Suiko, 625 A. D. After that, droughty occurrence frequencies have increased considerably relative to cultivation and/or paddy field developments. Recently, droughty disasters to agricultural products have shown a downward tendency due to aggrandizement of farmland consolidation for agricultural water use. However, low precipitation disasters are leading to an insufficiency in urban life water and industrial water instead of water used for agricultural purposes. Due to this, recent droughty disasters are bring in about great and qualitative changes. For effects and countermeasures on droughts, many. researchers with specialized subjects are carrying out more in depth studies. In their research works, the characteristic features affecting human life of low precipitation are judged from the point of social economics, and techniques of system engineering theories are actively being utilized for the deficiency and control situation of water.
