A simple real-time system, called System I, for forecasting flood water level at a retardation pond of a pump station was proposed in the previous papers. The flood model called Model I in this system is composed of two runoff tanks and one retardation tank, which are operated by the help of a Kalman filtering technique. The Model I has no function of infiltration loss of precipitation and the effective rainfall is estimated by modifying water depths in the tanks during the filtering process. The applicability of the System I was verified enough in the Ogura basin located in the south of Kyoto.<BR>However, no good results were expected by application of the System I to the Kameda-go basin, which is located in the south to Niigata and mainly occupied by rural areas under fixed runoff coefficients of the runoff tanks.<BR>In the present paper, we constructed a modified version of the runoff model, called the Model II; one of the runoff tanks of the Model II expressing the discharge from rural area has an infiltration hole and a non-linear runoff hole at a height from its bottom for expressing the relation between the discharge and the retention of rainfall. The flood forecasting system in which the Model II is operated by the help of a Kalman filtering technique is called System II. This system was applied to forecasting flood water level of the Toyanogata Lagoon in the Kameda-go basin, and it was clarified that the sufficient accuracy of the peak flood water level can be obtained by this system.
