Abstract

“Ryokuno-Juku Jigyo”, which is a new land consolidation. project in specified “Noku”(agricultural areas) adjacent to “Juku”(residential areas), aims at synchronizing infrastructural improvements in both urbanizing and rural areas since 1972. This project has such advantages as:<BR>(1) an “Urbanizing Zone”, which has been excluded from “Land Improvement Project Areas”, can be included as part of this project area, <BR>(2) an ordinary land consolidation project is conducted in “Noku”, <BR>(3) a “Land Readjustment Project” will be expected to be sequentially executed in “Juku”, and<BR>(4) a procedure for deposition of sustitute lots can be applied to the land exchange between “Noku” and “Juku”<BR>These advantages have not been seen as having much value so far. The author has tried to find out reasons or causes for the failure of this project on the basis of a theoretical co. sideration and case studies. The conclusions and recommendations are reported in the three papers.<BR>In this (the first) paper, the characteristic behavior of landowners of paddy fields in “Jultu”, was analyzed and the following could be noted:<BR>(1) the landowners have in principle no great motivation to exchange their land lots in “Juku” with other landowners' lots in “Noku”, because this exchange will not have any benefit to them in the least.<BR>(2) but, there are some farmers to accept the exchange of their land lots in “Juku”, because they want to<BR>(a) decrease burden of such taxes as inheritance tax or municipal fixed assets tax on paddy lots, <BR>(b) move their cow, hog and fowl sheds to rural areas to avoid a public nuissance in urbanizing areas, <BR>(c) preserve their land property, and<BR>(d) avoid a decrease in acreage of their land property caused by requirements stemming from the future “Land Readjustement Project”.
