抄録

The central concept to understand“a new triad of aid, development, and environment”shouldbe development.“Aid without development”or“environment without development”can notcatch the complex issues of today.The most difficult problem to solve environmental issues liesin the fact that the people who get the benefits of development and the people who pay the cost ofdevelopment belong to each different groups. The most difficult problem of“development andenvironment”arises from the changing distribution among groups during the course of development.This problem will be reduced to that of options of development strategies.<BR>This paper looks back the history of ideas of development economics to find out what kind ofdevelopment strategies have been advocated by structuralism, neo-classical economics, andreformism and what kind of lessons we can get from each approach. Finally, I point out someissues to address in future to understand“a new triad”.
