A Survey of Adoption of the Designated Administrator System in Public Library Management in Japan

Abstract

The aim of this study was to clarify current state of public libraries of all local governments that adopted the Designated Administrator System (Shitei-Kanrisha-Seido) for public library management. The method of this study was conducted by the nationwide survey. This survey consisted of a questionnaire which was distributed to 67 local governments and 107 public libraries. The author received in October 2007 128 valid response. As a result, the following points were concluded. (1) As regards the merit of the Designated Administrator System, local government's recognition almost corresponded to the designated administrator's in improvement of user service and cost reduction. (2) On the contrary, as regards the demerit of the Designated Administrator System, local government's recognition differed from the designated administrator's in instability of library management and deterioration of librarian's labor condition.
