Established more than 100 years ago, the Japan Library Association (JLA)is a public corporation that is composed mainly of individual and institutional members within the jurisdiction of the Ministry of Education, Culture, Sports, Science and Technology. The mission of the JLA is to foster the development of libraries in Japan by assuming a liaison role and promoting cooperation among various types of libraries. There are two long-pending questions in the JLA: relations between individual and institutional members and relations between various types of libraries. Using data and literature on the JLA and election studies in political science, the author examined the member and officer composition of the Association in terms of membership profile, library type, and prefectural area. This research revealed the following points: 1) Institutional members surpass individual members in terms of average of membership registration rate, rate of increase in membership, and share of membership fees. 2) The JLA is composed primarily of members from the public library sector. This has a great influence on the election of individual officers, and the majority of individual officers are elected from the public library sector.
