The question of how the formation of the urban landscape order can be instrumental in improving the function of cities is a key area for contemporary urban planning.<BR>The development of Paris in the nineteenth century involved large scale change, carried out in a context of questioning both the aesthetic and functional criteria of infrastructure planning. For these reasons this period will be the focus of this study.<BR>The paper analyses street planning in Paris in relation to theoretical questions of social issues in the modern city, and technical issues of urban planning at the beginning of the industrial age in France.
