This paper aims to evaluate the effects of ‘On the Job Training’ that local administrative officials plan a community bus system on their ability developments, based on questionnaire surveys in Takachiho Town. The results reveal the follows: 1) They developed the abilities to think from several view points, 2) almost of them answered that the abilities to perform their works were developed during the OJT, 3) OJT is effective in not only community bus project but also ability development of the officials of local governments.
