Many problems with resort development are reported in recent years. But there are few analyses which are aiming at the economic effects by resort developments in such reports. This paper analyzed the economic spread effects by a ski area development at Ashiro town in Iwate prefecture.<BR>We made clear the change of the development by processing several statistical data of the town. And we considered that grasping actual living conditions of the residents was important, so we interviewed not only the public office of Ashiro town or the head office of Appi-kogen ski area but also many living people of the town. Through such works, the following facts are proved: <BR>1. The population of the town did not increase, and the agriculture or the manufacturing industry were hardly influenced by the development; <BR>2. Many good influences were recognized in the building industry, the sales of tenant stores in ski area and the employment of the town; <BR>3. Especially, seasonal emigrant workers decreased drastically because many inns were opened by the residents and employment opportunities were appeared.<BR>We can mainly point out two factors for these favorable effects. First, the development was the large scale project and it succeeded in calling many skiers. Second, the development firm was “the 3rd sector system” (which was invested by both public and private sector) and it produced many business chances for the residents.
