Abstract

This paper analyzed the Forest Land Survey Project which was performed from 1914 to 1925 in Korea. The authors mainly used the provinces' forest land reports owned by the Records Service of Korea of the National Safety Department as reference materials. The abolishment of the Temporary Land Survey Department and utilization of the existing government office for forest land survey was a mistake. The trial project was misleading and weak, causing chaotic lineaments of the full understanding of the law legislated by the province. There are several other negative impacts, such as Bylaws of the Korea Forest Land Survey Ordinance and its enforcement regulations were established only after the enforcement was carried out with the regulations ; delay in the enactment of procedures, especially, the impacts born from the delays in setting up the intervened land inside the forest ; low ranks and no countermeasures in reemployment of the workers after the completion of the project ; workers' high rate in changing jobs when given the opportunity and surveyor's strenuous work and desperate struggles in the high and steep peaks of mountains. The dissertation also covers the following issues and topics : (i) the reason in making a deemed cadastral map, which was substituted by a topographic map (ii) the cause of incomplete cadastral map, particularly, the islands deliberately left off for reasons such as of little economic value and have poor transportation ; and (iii) the journey on the completion of this paper. The paper is written on the basis of personal inquiries in cooperation with the cadastral departments in every cities and provinces.
