This paper describes the development of a codec which reduces the bit-rate of HDTV MUSE digital signals to 60 Mb/s. This codec makes it possible to attain high quality international HDTV transmission through the use of a 36 MHz (BW) transponder in a communications satellite by using QPSK modulation.<BR>The bit-rate reduction algorithm is based on predictive coding. The coding efficiency is improved by the introduction of intra/interfield adaptive predictions, adaptive quantizations to predicted values and quasi-variable word-length coding.<BR>Coding parameters were determined by assessing the quality of decoded pictures at the end of a transmission and by considering picture degradation through both the MUSE coding and the predictive coding. As a result, optimized picture quality for end viewers is achieved.<BR>The 1992 Winter and Summer Olympics in France and Spain were broadcast by using this newly developed codec with the HDTV transmission system, viewers in Japan were able to enjoy highquality, live coverage of the Olympic Games.
