Abstract

In the 1960s and 1970s, French regional development policy was characterized by industrial decentralization conducted by the French government. In 1981, the Mitterrand government promoted political decentralization, and the authority for regional development policy was transferred to "Region". In the 1990s, the "Pays Policy", which placed importance on the cohesion of regions and realized the wide area services for small "communes", came into existence. Also in early the 21st century, "the pole of competitiveness" policy that emphasizes competitiveness was born. The object of this policy is to reinforce the French regional economy's competitiveness under globalization and European integration. By the Mitterrand reform, the French regional development policy is governed by the Regions and "Pays". This shows that the interpretation of the territory changed from "as territory" to "as territories".
