Abstract

In this article, I review the outline of the urban planning system after the enactment of the Large-scale Retail Store Locating Law, Act for Revitalization of the Town Center, and Urban Planning Law. I examined the location pattern of large-scale retail stores and how it was affected by the urban planning system and examined problems of the system. In addition, I examined the possibility of controlling the locations of large-scale retail stores using machizukuri ordinances and guidelines. Through the enactment of the new laws, the urban planning system had improved control over the locations of large-scale retail stores. However, zoning to control the locations of large-scale retail stores was designated poorly. Therefore, the stores expanded to suburban areas, and the scale of the stores expanded. They also expanded to residential and industrial zones. In the current legal system of urban planning, controlling the location of large-scale retail stores is impossible. Locations of large-scale retail stores can be controlled by machizukuri ordinances made by the municipalities in each zone and by guidelines made by prefectures in suburban areas. These ordinances make controlling the location of large-scale retail stores possible. In addition, these ordinances and guidelines show the vision of the urban planners and outline techniques to accomplish it.
