Abstract

     This study analyzes the conditions for occurrence of Ostrogorski's paradox. This paradox has a close relation with a representative system. Some studies investigated the conditions of occurrence, for example, the theorem of Rae and Daudt. Which has only little discriminating power under situations In this study, more precise conditions are elucidated by using information of poll results, and the probability of the occurrence of paradox is calculated. Two findings are obtained. The fact that one political party obtains perfect votes does not prevent paradoxical situation. Second, probabilities of the occurrence of the paradox are rather high.
