Abstract

     The ‘tragedy of the commons’, in which individuals overuse and deplete common resources, is a typical social dilemma. The best way to avoid this tragedy is to restrict use of these commons to local residents and allow them to monitor each other to prevent overuse. However, in some areas such as Japanese mountainous areas, local residents rarely use the commons (land), with the result that it loses the capacity to produce resources; this is another type of ‘tragedy of the commons’. This tragedy cannot be resolved by restricting use to local residents. This paper builds a revised logistic function to analyze how to resolve this dilemma by introducing outsiders to the commons. There is a risk of failure, or crashing, if we introduce too many outsiders, but the risk may be controlled if there are enough areas for outsiders to explore within the commons.
