Abstract
New Orleans was attacked by Hurricane Katrina (2005), and the city began to develop The Unified New Orleans Plan (UNOP) as a recovery plan. One of the characteristics of UNOP is that three recovery scenarios were made based on the population growth and hazard risk. This paper aims to understand the recovery plan-making processes and to define the characteristics of the applied planning methods. The authors focus on both “Citywide Plan” and “District Plan”, especially on hazard scenario. This study is a first step to study land-use planning methods that include the element of pre-recovery plan.
