<p>The comments made by Professor Shigemasu contains a fundamental inquiry regarding the risk concept which extends beyond the relationship between probability theory and risk theory. In responding to this inquiry, this reply proposes further discussion by way of extracting four important problems out of risk theory: </p><p>1. How to evaluate the uncertainty which is contained in the risk concept. </p><p>2. How to evaluate the magnitude of damage which is contained in the risk concept. </p><p>3. How to combine both of these so as to connect to action. </p><p>4. How to effectively convey the risk to the citizenry. </p>
