Description
The earthquake with a maximum seismic intensity of 6 upper that struck Noto Peninsula on March 25, 2007, has caused extensive damage to the 48.2 km length between Yanaida Exit and Anamizu Exit on the Noto Toll Road. Large-scale collapse of high embankments at 11 locations, difference in road surface level and cracks at 37 locations, and damage to bridge at 6 locations has forced the closure after the earthquake. The road was temporarily opened to traffic after a month long emergency restoration efforts by concerned parties. Main restoration was conducted afterwards, and on November 30, 2007 the road has been fully restored. Focusing on embankment structures as the target, this paper describes the characteristics of Noto Toll Road, the earthquake damage condition, geotechnical surveys and tests that were conducted to analyze countermeasure works; design and execution of restoration construction, and also presents the result of a study on the cause of the disaster. The study shows that in the disaster mechanism, the embankment foot, which was saturated by groundwater, became fragile due to seismic force and very likely caused a slip inside the embankment.
