Located close to CBD of the City of Vancouver, the west End is one of the most densely populated residential districts in Canada. Purposes of this paper is to review its transition and urban planning, and to evaluate the effectiveness of planning tools in building residential area at the center of a city.<BR>It was found that zoning and development byelaw has worked well to transform the west End from a single-family residential district into a multi-dwelling area. But it was realized that other tools like Dwelling Units Per Acre (DUA) could not achieve their aim to create a community which has well-balanced mixture of population. However, it is thought that planning tools like DUA, Local Area Plan, Partnership Model and others would give a clue in building better urban residential areas in our country.
