Since 1994, Japanese politicians have changed the electoral rules many times. The Upper House Election is now operated under a mixed electoral system with open list proportional representation (PR). Previous research on mixed electoral systems with closed list PR shows that the two components of the system interact with each other in influencing how political parties place their candidates. For example, if a party places a candidate in a plurality district, it increases vote shares in the corresponding PR district. This creates an incentive to place candidates in plurality districts, even when candidates have little chance of winning. Scholars have not studied the presence of interactive effects in the mixed systems with open list PR. I argue that candidate placement in a plurality district improves a party's performance among voters who cast their ballots for a political party, whereas it does not influence voters who cast their ballots for individual candidates.
