Description
Ishikawa (1984) hypothesized that so-called “Year of the Boar Phenomenon” arose from the inactive mobilization by (mainly conservative) local politicians who had been (re-)elected a few months before House of Councillors election. Through an analysis of survey data collected after 2007 Upper House election, this paper reexamines the validity of Ishikawa's hypothesis. Two of main results are as follows: (1) Voters in those municipalities where a mayoral election and/or municipal assembly election as well as a prefectural assembly election had been held as part of unified local elections were significantly less mobilized by politicians in House of Councillors election. (2) Voters who were in those municipalities and mobilized showed a significant tendency of choosing not to abstain but to vote for LDP candidate. These results suggest that Ishikawa's insights about the origin of “Year of the Boar Phenomenon” were quite appropriate.
